The TLCH are a community of 60 units in 15 Quad homes in a quiet neighborhood within the lovely Eagan community. Conveniently located near the Twin Cities, this location offers easy access to some of the best parks, shopping, and restaurants in the south-metro area.

This website is designed to provide TLCH Owners with easy access to relevant documents (Bylaws, Articles of Incorporation, Declarations and Covenants, Rules and Regulations, financial data, vendor contracts, etc.) which owners should be familiar with. Important email communications from the Board will also be stored on the website.

Here are answers to some of the questions TLCH Owners have frequently asked.​

What are my monthly dues for?
There are two component parts to your monthly dues. One component is dues paid to the HOA for services such as lawn mowing and snow removal, maintenance and operation of the common irrigation system, irrigation water, weekly garbage and recycling pickup, upkeep of some of the building components etc. The other component is dues paid to the HOA for operation and maintenance of the Replacement Reserve items throughout the Association.

Do I own the entire lawn surrounding my home?
No. As a TLCH Owner you own a small portion of the lawn surrounding your unit. The balance of the lawn area is common ground owned by the HOA. Please refer to your lot survey for details. Alternatively, see: gis.co.dakota.mn.us

Can I make changes to the exterior appearance of my home or my landscaping?
Yes, but ONLY after receiving requisite prior approval from the HOA Board of Directors. This involves submission of an Architectural Change Application which can be found on the HOA website.

When are garbage and recycling services provided?
Garbage and recycling service is scheduled for each Wednesday unless delayed by certain holidays. In April through October, garbage and recycling containers may be placed by owners at the end of the driveway by the street curb the evening before scheduled service. Empty garbage and recycling containers should be stored as soon as possible after being serviced. Containers may not be stored outside your home and must be kept in the garage. In November through March, owners may place the cans outside your garage the evening before the scheduled service, and they will be brought to the curb by the service provider then returned by the service provider to the garage front when emptied. Owners must return the containers inside the garage as soon as possible after being serviced.

How do I communicate issues, concerns, questions, and/or my comments to the TLCH HOA Board?
Submit to our management company via email (office@premieram.com) or by phone (952-683-9400). All such emails and calls are logged into a spreadsheet which is reviewed by the directors.

How does the HOA Board communicate with Owners?
The principal means of communications to TLCH owners is via this website. Owners are responsible for reading these communications to stay informed. Owners are also responsible for making sure our management company has your current email address and phone number in order to receive alerts to new postings to the website.​
